The cables extend the signal path by a good 60 cm.
They are compatible with 4-pin PWM fans, so they pass on the pulse width modulation signal from the motherboard to the fan. In addition, normal 3-pin fans can also be plugged in, which then of course run without PWM signal control.
Noctua has provided the extensions with a black sleeve so that the cables look good, the poles are protected and the interior of a case looks tidy.
